The Smart Specialisation Strategy RIS4 Region of Murcia and the CAETRA Programme, led by the Regional Development Agency , aim to promote R&D, innovation, technology entrepreneurship and International Cooperation and Technology Transfer in dual-use technologies for Defense, as well as in Security and Post-disaster rebuilding, benefiting from EU ERDF and ESF co-funding.
Historically, the Region of Murcia has always had a profound commitment to the defence sector, with a number of military bases scattered across its geography. Our military bases in San Javier, Alcantarilla and Cartagena illustrate how deeply rooted the defence sector and the armed forces are in the Region of Murcia.

Technology Ecosystem
CAETRA Programme boosts a strong industrial and technological ecosystem, with an increasing number of innovative SMEs and start-ups developing in-house using cutting-edge technologies, capable of providing their knowledge and expertise to domestic and global defence sector projects. Not to mention all the other businesses from other sectors in the Region of Murcia that provide solutions, technology and products for post-disaster rebuilding and recovery projects. Navantia’s S80 submarine series development at its centre in Cartagena is a clear example of the existing potential in the Region of Murcia.

The Region of Murcia and its CAETRA Programme has a membership in the most important Defence & Security Networks in Spain and Europe through the Regional Development Agency (INFO), whose main objective is to promote regional economic growth and competitiveness in the Region of Murcia by promoting the Economy, increasing investment, removing obstacles and establishing an environment that favours competitiveness.
Member of the European Network of Defence-related Regions, which has three objectives:
Bringing regional organisations and clusters together to exchange best practices on how to develop dual use (defence-related) development strategies, including the integration of defence industrial and research assets into smart specialisation strategies, and support defence-related SMEs;
Facilitating the flow of information about funding opportunities (such as the European Defence Fund and European Structural and Investment Funds);
Promoting the development of regional clusters of excellence.
Member of Fundación Círculo de Tecnologías para la Defensa y la Seguridad, the most important Spanish Think-Tank on Defence & Security Technologies for:
Promoting the Exchange of information in the sector;
Boosting the development of national technologies;
Acting as a catalyst between people, organisations, institutions and companies;
