Commission Adopts €1.47B EDIP Work Programme

The European Commission has issued an Implementing Decision — reference C(2026) 2174 final, dated March 30, 2026 — formally adopting the multiannual work programme for the European Defence Industry Programme (EDIP) covering 2026 and 2027, with a maximum Union contribution of €1,467,486,000.

The decision, signed by Commissioner Andrius Kubilius, establishes the legal and financial framework for implementing Regulation (EU) 2025/2643. Funding is split between two budget lines: €1,171,486,000 for the core Programme and €296,000,000 for the Ukraine Support Instrument (USI).

The work programme organises funding into five implementation modes: direct management grants (€1.31 billion), procurement (€4.3 million), indirect management actions (€50 million), contributions to blending facilities (€100 million), and other expenditure. USI industrial reinforcement actions are eligible for 100% cost coverage, while Programme IRA actions can receive up to 35–50% of eligible costs depending on consortium composition.

The decision also establishes a 20% flexibility clause allowing budget reallocation between actions without triggering a substantial amendment, and designates all actions as affecting Union security and public order.
